09.08.2026 "Press Release" - Chico Police Department

By Will Sheffield

Chico, CA – On Sunday, September 6, 2026, at approximately 9:12 p.m., the Chico Police Department responded to a vehicle-versus-pedestrian collision at the intersection of East Avenue and Ceres Avenue.

Upon arrival, officers discovered that a pedestrian had been struck by a vehicle and was in critical condition. The pedestrian was later identified as Joel Seltzer, an 89-year-old Chico resident. Seltzer was transported to the hospital but did not survive his injuries. The driver of the vehicle remained at the scene and cooperated with officers throughout the investigation.

The Chico Police Department’s Major Accident Investigation Team (M.A.I.T.) is conducting the investigation. Investigators determined that the driver was not impaired and that speed was not a factor in the collision. Investigators also obtained local surveillance footage capturing the events leading up to the collision.

Investigators later learned that Seltzer had left his home without informing anyone.

Surveillance footage showed Seltzer crossing the street against a red traffic signal. Seltzer lived in close proximity to the scene of the collision.

The driver of the vehicle was identified as a 72-year-old Oroville resident.

Investigators are withholding the driver’s name because he was determined to bear no fault in the collision.
