09.14.2026 "Media Release" - Chico Police Department

By Will Sheffield

Around 3:30pm, the Chico Police Department received a call reporting an unknown woman had wandered into the yard of their residence in the 600 block of Eastwood Ave. While Officers were enroute, additional callers in the neighborhood reported the same woman tried breaking into their respective homes and threw a rock at one of the homeowners.

When Officers arrived at the location, they observed a female matching the description provided in the “Triangle” area near Cypress and Pine Streets. The female threw a rock at an Officer before running into the nearby creek.

Officers followed her into the creek and eventually intercepted her after she climbed up a tree. She was uncooperative and refused to retreat from her position in the tree. Multiple resources, including a crisis negotiator, less-lethal pepper ball rounds, and a ladder, were utilized to compel her to come out of the tree.

After 60 minutes of negotiations, the woman, identified as Samantha Troum, was removed from the tree. She continued to be combative with Officers and had to be secured in a WRAP device for everyone’s safety. The Chico Police Department was supported by resources from the Chico Fire Department and Butte County EMS during this incident.

42-year-old Samantha Troum was ultimately taken into custody and arrested for violations of the following:

148(A)(1) PC: Resisting arrest (M)

245(A)(1) PC: Assault with a deadly weapon (F)

69 PC: Resisting an officer (F)

12022.1 PC: Commission of a felony while released on bail

647(H) PC: Loitering to commit a crime (M)

459 PC: Burglary

*Additional charges may be added pending the completion of the investigation.
